That is so incorrect. You are confusing term “short volume” which measures the number of shares that have been shorted over a given period of time, with "short intertest", "short volume" happens on a daily basis due to the way MM's may have time between buys/sells or sells/buys. This is usually covered in seconds.

While “short interest” represents the number of shorted shares that have yet to be closed out or covered by investors.

The key to knowing if a security is actually being shorted is the FTD, Significant Failures to Deliver would show actual short numbers.
