At least Schwab acknowledged a "change was made" to the corporate action

Certain aspects of a corporate action may be subject to change, including their pay-out amount. I am not certain why they chose to pay the fractional share, however our system does show the cash in lieu designation.

Our Corporate Actions specialists were not able to clarify why that change was made, as they just interpret instructions and process the transactions.
