Seems like the most likely situation after knee capping by Russia/SA of small independents last year. They can take their time as there is not a large inventory of DUCs like in 2016-17. Big US companies will be happy to take their time too and be defacto partners in opec+.

RE Canadian oils why is imo not on list - tika's post. Their opex being at least $10/bbl higher than permain shale have the smaller window of opp although better than deep water.
