The State of Nevada rubber stamps custodianship actions. One now-disbarred attorney did about 60 of them in a two year period. Most of his petitions were full of lies. Did they stop a single one? Nope.
And it seems most of the transfer agents for those companies played along as well.
The people who file custodianship petitions are supposed to try to find old management, and serve them with notice of the action so they can object if they wish. But many don't seem to bother with that.
