Union membership is down because all of those old unionized industrial jobs disappeared - factory workers replaced by robots, steel mills closing forever, and they're never coming back. Autoworkers, airline workers, and teachers are pretty much the only unions left, and many foreign car makers who built plants in the US to meet the 75% American made rules kept unions out, and those plants were much more efficient than unionized plants. No incentive to exceed expectations if you're in a union, won't get you anywhere.
