The fact that people think the Board SHOULD post everything is irrelevant.

This is NOT "conjecture"!

It's FACT.

The page on the SEC website that explains the Administrative Proceedings Page and how the SEC uses it says that NOT ALL DOCUMENTS ARE POSTED to the Proceedings Page.

You want an explanation of WHY they don't have to post the brief? I invite you to contact the SEC and ASK why.
