Yes, I believe that to be true, as that was the case when I checked my CVS's during the past trial rollout of products. It said "out of stock' but were never ever in stock. I think the SKU number gets programed in the inventory software for all CVS stores and when not on shelves in some store it will show 'out of stock'.
