No he said they don't "anticipate" dilution during 2021. By saying they don't anticipate it, it covers them legally if they still do.

"We won't have dilution in 2021."
"We don't anticipate dilution in 2021."

There's a distinct difference in those 2 sentences. He used this lawyer speak verbal judo to defend the old twitter post where they implied there would be no reverse split. But as we all found out, there was indeed a reverse split. And there will probably be dilution later in the year.
