Was CDEL "hired" by LVVV to create volume?

I understand without the Market Makers, a lot of these penny stocks would have zero volume. I'm wondering, would we be able to sell our shares at any time without MMs buying?

Bottom line, CDEL trades LVVV using an algorithm. No humans are behind the trigger. Sometimes high volume comes in from another source and the algorithm is suspended, or switches over to another algorithm.

By default, if they are the main ones creating volume, the SP gets walked down.
