There seems to be a belief that everybody follows the SEC rules. Not likely here.

If I were NEOM management I would be quiet if I didn't follow the rules and reregister and I would be negotiating for this asset/liability now if it is available.

Either way this is in play, imo.

This is as speculative as it gets, so to speak. It's like going whaling after most of them were already dead. We can still have a good time.
