Why would 10 cents be a miracle? What other OTC stocks you see building a god damn 37 story apartment complex? Not to mention it's smack bang in the heart of arguably one of the hottest developing cities in the USA.

I really don't see why not. That tower building is just one piece of the "PIE" as well.
