It's called a form 1 a it's an offering of securities for a set price.

Special people is limited to anyone willing to buy 5000 dollars worth of stock in the company.

So I'm not sure what you're getting at here. 440 million shares at .0022 were converted already.

2.5 million shares at .04 completed the 2.5 million needed to pay off debt and keep the company going into this and future years.
