Previous owner Mario Pino issued over 8.2 B shares. I believe that I hold some of those as a result of issuance of dividends. Lazar issued 9B to cover those 8.2B, in the event that people like me try to cash them, or challenge ownership of them.
After yesterday, nobody could make claim to those illegal shares, and nobody came forward with any claims. If you sold your dividends, you've got your money. If like me, which I didn't sell or come forward with any claims, I'm guessing they may be cancelled.
Some of the 8.2B illegal shares issued as dividends were obviously sold, so a portion of the 9B will be needed to cover those. Ultimately, the remaining will be cancelled, IMO. So 9B - 8.2B + those dividends sold = outstanding shares (somewhere between 800M and 2B). All IMO of course.
