Louie, I can't believe that I am uttering this but I do not disagree with her. This would make high volume block trades that hedge funds use to manipulate stock prices thru shorting them more expensive. I do not agree with her use of the proposed funds. This has been on the table before and the legislation was killed. Probably a few well placed campaign donations did the trick.
