Patent portfolio management requires an organization to make critical and often risky decisions about how best to use its IP assets to its advantage, and involves strategies such as: Obtaining patent protection for new technologies and extracting additional value from its existing patents.

It appears that IDCC has hired a group that has developed a system of software and can perform many functions of tracing the patent from start to finish, licensing, and litigation which can communicate directly with the attorneys for the USPTO. AI has created many of these groups. They say it is a one time charge, but most of these outfits charge some amount for update and maintenance periodically for a defined length of time.

This is just my opinion based on the usual Yogi Berra style of communication that IDCC has used over many years.
