Aurinia Pharmaceuticals Inc (AUPH)

Question from a true newbie to investing. I've been with Auph for 3 years and a few others, but often times places like Oppenheimer and many others ' raise the price target' - ok fine, but why is that number always embarrassingly low? I dont think many of us would be 3 years long if we thought 28 was the ceiling in a buyout or if they go in alone.
