So what if Intel has a policy. It doesn't mean that
it isn't violated by employees. That happens all the time and
the violation is often directed by those above the employee doing
the violation (i.e willful). It has happened so often that all you have
to do is look at cases of this (i.e Enron, Xerox. etc, etc). These were
well-regarded companies at one time, just like your beloved Intel.
