I believe it is not the stock that is considered high or low risk, it is the market.

So with the market at high risk it is SUGGESTING that you start any NEW account with more cash than if the market was at low risk.

These are just suggestions for STARTING cash levels. Once you start an account AIM tells you how much stock to buy or sell and how much cash to hold.
