For the company, it can be, since it usually means some investment is coming in for continued operations, and that investment wants a significant ownership stake. For the shareholders owning the existing stock, it is a complete loss. Buying the stock trading today is like joining a game of musical chairs, only there's no chairs.

I swear I’ll never use the phrase “you can’t make this stuff up” ever again after being on the OTC. Apparently you can.
