Companies do not automatically switch exchanges; they have to apply to be accepted at a new exchange. The fact that the share price is over $1 does nothing because a $1 share price is a continued listing criteria (i.e. if a company drops below that level for a certain period they get delisted). However, once delisted a company has to meet the initial listing criteria all over again to relist.

The toughest initial listing criteria for the national exchanges is the equity market capitalization (an accounting figure not to be confused with the equity market value). Since NWBO has a large accumulated loss in retained earnings, switching exchanges is not happening any time soon.
