Writon expressed well what my thought was, so I am going to quote him (her? sorry):

Also, with regard to financing - if there are Venezuelan investors or lenders, the government is not going to have any more right to call the money back than the private investors would. What would be worrisome is if ILCO had invested in Venezuelan companies that the government was taking over. Of course, that is not the case.
