this is not being set up by management to be a buyout. they are setting it up to be their personal cash cow

NONSENSE!!! (on stilts). They're doing what any small biotech does at the stage they're in: preparing to distribute the drug themselves while waiting for a potential (good) offer. You can't have the latter without the former.
