I would lean towards the reason being that MMs have a large short position on ZHUD that they amassed recently. Of course if they were to cover now the added buying pressure would create huge momentum. They restrict certain brokers from online buying, presumably the brokerages dealing with the most Zhud buys so they can cover without fear of driving SP through the roof.
