everyone sees things from their own perspective. where one sees lack of financial aptitude and wise business practice another sees mgmt as trying to not spend unduly before its time. they probably didn't want to update an older bldg until revenues came in. just a guess of mine. i'll be honest. that's how i would probably have done it.
