Month after month after month after month BD (in Press Releases) reiterated it was on track to be at the 30,000 Barrels of oil production rate by 12-31-06. RedChip carried the tune as well, based on inputs from BD.

The 30,000 figure became a 30,000 BOE figure (not just oil) still with the 12-31-06 expected date to reach that level of production.

For BD to continually banter that production figure, they HAD to believe it. There was ample time to adjust if events happened to change thier expectation.

The fact that they didn't suggests, to me anyway, that they were fully expecting to reach the 30,000 figure by that date.
The factors and data that caused them to assume they were on track - could they have been given false and misleading data by anyone they were dealing with? HA! I wonder who!
