1). it's one of many functions of a Contract Research Organization (CRO)

2). apparently they (Protheragen) has progressed Clone-3 through the early trial phases according to their website that may not be updated to show where it is to date. To see Clone-3 already in clinical trials in the U.S. is good news because it means there already exists an an Investigational New Drug (IND) Application with the Food & Drug Administration (FDA) to administer an investigational drug in human subjects.

Any BigPharma "partner" Protheragen identifies in behalf of ENZC-BioClonetics would play a central role in development collaboration, and also would be granted a license for global marketing and commercialization.
