There was protection. The exchanges were self regulatory agencies. They operated under authority granted by the SEC. A friend of mine who owned a broker dealer told me a story about a bear raid that someone started just as he was bringing out an IPO as the underwriter. I’m guessing he had to support the price, the Bears knew this and they were trying to take advantage. He went to the self regulatory agency and showed them that more shares had been sold than existed. He was satisfied with the results.
