Actually, China has the monopoly of the rare earths because of their refining techniques.

Rare earths aren't that rare, there are many rare earths' deposits here in North America. But the Chinese use chlorination for refining ores which is cheap and very efficient.

However, chlorination refining is an ecological nightmare as it pollutes the water table, streams, lakes so it is illegal in the Western world.

All Western nations need to say they don't buy clorinated ores and all producing nations would be on equal standing but, of course, the cost of the rare earths would appreciate so nothing will be done.
