Unfortunately, I don't believe that NAK can propose "a better plan." Ron T.'s original plan was to have the CMP submitted in mid-September. NAK took an extra 7 weeks to submit their plan. Obviously, NAK needs to get their appeal submitted ASAP in order to have any chance. They certainly can't wait until the deadline (since it is after the Inauguration)...
