Opus is making an assumption on the basis of Total's top brass being deployed to STP and then promoted to South America.

A resolution has many definitions. In this case, an initial agreement may have been struck in so far as that individual is concerned.. an initial handshake deal, if you will

But a full resolution also requires that the lawyers then draft that handshake deal into a formal documented agreement which may very well have some triggers built in, for example oil prices or COVID mitigation, which sets any such resolution into motion.

It obviously takes some patience to go from a handshake to completing all the necessary formalities including dotting i's and crossing t's.

The devil is always in the details but what is heartening is kingpin pointing out that Total and Kosmos are not stonewalling each other but are in actual talks and a deal is nearing some level of completion.
