                    E.Transition Period

.... FHFA expects that this interim period could be governed

by a capital restoration plan that would be binding on the

Enterprise pursuant to a consent order or other transition order.

also Note on Dividends: so as to provide additional authority

to FHFA to restrict dividends and other capital distributions

during the period in which the Enterprise raises regulatory capital

to achieve compliance with the regulatory capital requirements.
