Having traveled in China extensively in an effort to do business, and failed miserably, I can tell you very simply what the three paragraphs above really say and mean:
Establish offices in China. File for Incorporation in China. The Chinese government will be your partner in this incorporation. Hire Chinese personnel and pay them in equivalent U.S. Dollars at the Chinese exchange rate.(as opposed to the "local" Yuan). You will fund the corporation entirely, and the Chinese Government is your partner.
