Etrade stated as of Nov 21 you can no longer buy CE stocks through them ever again period.

SEC adopted changes to rule 15c2-11 which I sent a link for. Those changes say all of the pos stocks that never file anything will cease to be quoted. That means they won't be traded. That is a good thing.
