Actually it's the Float not the O/S that matters because it's the Float that's being traded. The more the Float is bought up the less shares available therefore the PPS rises. It's directly related to supply vs demand and in addition to any fundamentals in play, positive news, mergers, etc.

If more of the O/S is added to the Float that's what dilution is about which would likely push the PPS down.

I could be wrong but I don't think so.
