I think Tesla would fall under offices (non-essential businesses) because they do have office employees. There are no manufacture categories so most likely it will all fall under the same non-essential businesses. We will just have to wait and see what Alameda county will do. Most likely Elon will try to fight with them again. They might have to shutdown like last time. Then he will try to fight them but this time he is building another factory in Texas so he might just close Fremont and build cars in Texas if Alameda try to shut the factory down.
