Two things come to mind as where to place blame for late fins

1. The hiring of 2 more employees to assist with fins strongly suggests PCT was not up to the challenge in the past

2. PCT pledging to be on time from now on implies PCT has control of the timeliness of the filings. Basically an admission PCT was at fault for past lateness
