You are correct sir. FDA (amongst many others) is over-due for a major overhaul – top-end to bottom-end. How much time, effort, funds and lives have been wasted due to bureaucratic ineptitude – don’t look for actual solutions from your friendly bureaucrat is the real lesson here.
