Well, you can say Yes & No, because FINRA can't do a name change without SEC form 211 is filed prior to name change, that process by the SEC can take time...! If SEC is slow and corrupt, so do FINRA and most of those financial organizations!.

In order to secure a Ticker Symbol from FINRA, a form called Form 211 after the SEC Rule 15(c)-211 upon which the Form is based must be submitted to FINRA.
