I beleive Pfizer, unlike its competitors, did not take money from the government for R&D. The 2bil was for the 100mil viles of vaccine with option to purchase 500mil. Pfizer made the early decision to begin clinical work and large-scale manufacturing at their own risk to ensure that product would be available immediately if clinical trials prove successful and an Emergency Use Authorization is granted.
