The AS has always been 1B as long as I've been watching it. The filing the other day was just an SEC filing stating that, likely for uplisting purposes. I'm not sure about the S-1 being a requirement for uplisting. The OS/float will go up at some point to reflect the shares in the S-1 offering. Addtionally, the OS will likely go up during the course of it's growth, but I don't see it ever getting close to a billion. We shouldn't have to worry about a RS, unless they need to increase PPS for uplisting to NASDAQ later down the line.

Edit: According to uplisting rules, the float has to be 10% of the AS, which would be 100,000,000. We are currently at 68M. So, I think this is why they did the S-1.
