Unless they really are still waiting for TLD to be completed, they can pretty much schedule the events to their liking. TLD, Sawston Phase 1 completion, Publication etc. and make sure that whenever their narrative starts, they will have publics attention for a decent period of time and can keep their attention with a carefully planned narrative scheduled around the presentations.
