I agree that based on August PR, We should have seen TLD by now. However, once we got to October (Likely due to Covid-19 and the delays in gathering the data) They could have decided that because it is so close to other events (SNO, Publication, RA approvals), they have the opportunity to create their own story/narrative in carefully planned chapters along a timeline that they control. Creating a scenario where new PR's can come with regularity over a shorter timeframe could be the multi rocket boost that would give the company a better chance to get the news out to the public in general and keeping the company fresh in mind when each new step occurs. This is obviously just speculations on my part, but would be the way I would have constructed the process if I had to do it.
