I am not really understanding the pro and con going through LP mind as to when to announce the TLD. If as you say they already have this info for 2 weeks, why not make the announcement? why hold it back? they will certainly have to do it by Nov 20. what do they gain by waiting another couple of weeks (specially with the current slide in the SP) rather than making the announcement NOW? Anyone have thoughts on what LP's motivations may be to announce TLD sooner or later?? I also do not think that SNO would have a problem with basic TLD info as breaking their embargo, so that is not a consideration I would think is in play here.
