The Initial Judgement was Ruled Unconstitutional by SCOTUS due to the SEC using Illegal Judges.

The SEC had hiring and firing power over their Judges which is how they got a 90% conviction rate. Worked out great for the SEC's Statistics and Bank Account, not so much for Impartial Justice.

SEC settled for one tenth of their original monetary penalties to make this Illegal Judge fiasco go away.
