2. She says things that sound threatening and powerful so that the lemming voters believe her. It’s moot, the permit is weeks away. The work is pretty much done.

3. You can’t legally stop a Nepa process without reason and her opinion > science of the final eis. Her suggestion would be a tacit veto. You can’t do it legally.
