I actually just took a close look at the tweet and will weigh in with my opinion (didn't read all of the messages so sorry if this has been discussed).

#safeharbor - referring to a "safe harbor" or forward- looking statement. IF this tweet was referring to the DA, this would be a way of indicating they are crossing their T's and dotting their I's. That's how I choose to take it, but it could also mean safe harbor for partnership agreements, which we are also expecting in addition to the RM.

#Latam - A little harder to speculate, but think it either has something to do with Latam Airlines based out of Chile (possibly a partnership, or even as vague as indicating any partnership or meeting in Chile or LatAm (Latin America)).

#partners - ... well, one thing I can say is whatever this refers to affects the other two (^:

It's been fun seeing how the entities here are trying to drop hints and alleviate concerns, all while coloring within the lines, so to speak.
