Personally, I have always thought that some or most of the problem might lie with the problems of decoding from one countries' language, or use of terms, and another's. Also how different words, terms, are interpreted one country to the next. And, lastly, the format. One language form uses different symbols to mean something entirely different than another's. There are probably other different rules that are unspoken but simply traditional from one country to another. I simply bet that getting all of the facts and figures together for submission from several different formats takes time especially when the discussion encompasses several different spoken languages.

I do not know if there are any accepted world-wide accounting formats, rules, language, etc. Such as the world language for air traffic control, plane to plane, etc. is English. Of course there are always glitches like trying to get us to all use the metric system.
