1. We have politicians to make the laws.

2. Law enforcement/Police to enforce the laws.

3. Th Judiciary systems to take care of criminals and disputes in the laws.

1. Politicians make the laws - and rule Judiciary systems.

2. Law enforcement's - fighting to keep politics 'out of their efforts to keep society safe and non-racist'.
