The entire purpose is to get "unproven" but safe medications with a high probability for success on the market years earlier.

Methinks that there is a good chance that among you, me, and the TGA the idea of what constitutes "a high probability for success" varies dramatically with 2 of the 3 views relatively close in comparison to the 3rd.
