Also a class action suit for all 3000 stock holders/companies could be filed to tie it up in court for years. I have seen EPA regs buried in Court battles for 10 years, with zero enforcement because of court suits over the new regs.
I do wonder if it even applies to 15-12g stocks who are already legally non reporting to the SEC. I have no opinion on that as of yet.
